Add SIP phones support

Description

It would be nice if liq could listen to SIP/H323 calls and answer them to have "libre antenne" setups easily (asterisk might work but is quite heavy). Apparently libopal[1] which is used by ekiga is quite simple and a quick binding could be done.

Wouldn't it be cheaper to work on top of jack ? Even if ekiga, or skype of whatever has only ALSA support, it should be possible to use the jack-to-alsa device. I'll try that soon.

The opal way would be simpler (for the user) and scriptable...
